Procedure for filing and consideration of electronic appeals

Dear applicants!

From January 2, 2023, in connection with the entry into force of the Law of the Republic of Belarus dated June 28, 2022 No. 176-Z “On Amendments to the Law of the Republic of Belarus “On Appeals of Citizens and Legal Entities,” the procedure for submitting electronic appeals is changing.

Electronic appeals will be submitted through a unified (integrated) republican information system for recording and processing appeals from citizens and legal entities (http://обращения.бел). Access to the system for recording and processing appeals will be free for applicants.

Submit an electronic appeal

Cases of leaving electronic appeals without consideration on the merits

  • the electronic appeal does not meet the requirements for electronic appeals (see below for the requirements for electronic appeals);
  • electronic applications submitted by representatives of applicants are not accompanied by electronic copies of documents confirming their authority;
  • as well as in cases established for written appeals;
  • appeals are subject to consideration in accordance with the legislation on constitutional proceedings, civil, civil procedural, economic procedural, criminal procedural legislation, legislation defining the procedure for the administrative process, legislation on administrative procedures, appeals are appeals from the employee to the employer or in accordance with legislative acts establish a different procedure for filing and considering such appeals;
  • appeals contain issues the resolution of which does not fall within the competence of the organization;
  • the deadline for filing a complaint was missed without a valid reason;
  • the applicant submitted a repeated appeal and it does not contain new circumstances relevant for consideration of the appeal on the merits;
  • correspondence with the applicant on the issues stated in the appeal has been stopped.

Requirements for electronic appeals

Appeals are presented in Belarusian or Russian.

Electronic appeals from citizens must contain:

  • name and (or) address of the organization or position of the person to whom the appeal is sent;
  • surname, first name, patronymic (if any) or initials of the citizen, address of his place of residence (place of stay);
  • statement of the essence of the appeal;
  • applicant's email address.
Electronic appeals from legal entities must contain:
  • name and (or) address of the organization or position of the person to whom the appeal is sent;
  • full name of the legal entity and its location;
  • statement of the essence of the appeal;
  • surname, first name, patronymic (if any) or initials of the manager or person authorized to sign applications in the prescribed manner; applicant's email address
Electronic appeals submitted by representatives of applicants must be accompanied by electronic copies of documents confirming their authority.

On the submission of additional documents and (or) information

Documents and (or) information (documents confirming the authority of the applicants' representatives, documents on the results of the previous consideration of applications and other documents and (or) information necessary to resolve the issues raised in the applications) must be submitted in the form of files attached to the electronic application.

Revocation of an electronic request

The applicant has the right to withdraw his appeal before consideration on the merits. Revocation of an electronic appeal is carried out by submitting a written application to JSC Management Company of the Zabudova Holding or sending an application in electronic form in the same way as the electronic appeal was sent (by posting it in a special section on the official website on the global computer network Internet).

Appealing a response to an electronic appeal or a decision to leave it without consideration on the merits

The applicant has the right to appeal, in accordance with the established procedure, responses to appeals and decisions to leave appeals without consideration, on the merits. The response of OJSC “Management Company of the Holding “Zabudova” to the appeal or the decision to leave the appeal without consideration on the merits can be appealed to a higher organization (Ministry of Architecture and Construction of the Republic of Belarus) in the manner prescribed by law.

Responses to email requests

Responses (notifications) to electronic appeals are sent to the applicants’ email address specified in the electronic appeals, except for the following cases:

  • the applicant in his electronic appeal requests to send a written response or simultaneously send a written response and a response to his email address;
  • the email address contains an email address to which, for technical reasons, the response (notification) could not be delivered.

In these cases, written responses are given to electronic requests (written notifications are sent).

If incoming electronic requests of similar content from different applicants are of a massive nature (more than ten requests), responses to such requests by decision of the head of OJSC “Management Company of Holding “Zabudova”  or a person authorized by him to sign responses to appeals in the established manner, may be posted on the official website on the global computer network Internet (in the section “Answers to the most frequently raised questions in appeals” in the heading “Appeals from citizens and legal entities”) without sending answers ( notifications) to applicants.
